SAM ( Stop All Misery ) PROJECT
For help children and poor people around world .

(Based on observations of assistance by the Non Governmental Organizations (NGO),
in general and specifically following the tsunami at the end of 2004).

Being a donor, I was always frustrated by lack of information from the receiving agencies. Where does the money go? How much gets to the intended recipient? Who does what? What are the results?
For years, alas, we also realized that certain associations mislead the donors.

First, there are inadmissible abuses with the high wages, travel expenses, expensive clothing, high flying lifestyle. It happens some times that the money given by the generous donors, does not even reach the poor people for whom it was intended. Some associations became administrative monsters in which nobody controls the flows of finances
In other situations, we can see constellations of front companies making the system so opaque that even the courts do not manage to disentangle the administrative web of these organizations.

In addition, we also observe, more and more, an unrestrained competition of Non Governmental Organizations (NGO), which spend fortunes, just to mark their territory, just to show that they exist.
This leads sometimes to aberrations where we find several NGO speakers on the same site full of journalists whereas a few miles away we could see a complete desolation with people in dire straits but who lack assistance because they are not under the spotlight of the cameras

More and more often, donor ends up not knowing where his money goes. One gives for Asia and the money goes to Africa. One gives for Africa and the money goes to South America. The wish of the donor is too often ignored and certain NGOs quickly forget that the main goal is to help people (instead of becoming stars of television and media) and that it is the donor who is the essential engine of this process .

Then, I say myself why not to try to make an organization which would take into account these reports. We may not do much better, but if we are aware of the existing problems, we should at least not make it worse

We created Stop All Misery (SAM) to answer precisely all these questions .

Why Stop All Misery (SAM)? What is our idea?

We will work in the following directions:

  • Identification of the projects to be implemented in the world (Projects submitted, Sponsorships, Emergencies, etc....)
  • Project management through usage of Internet (with a Project Manager and local personnel, one website per project)
  • To call upon volunteers of the whole world to bring their competences on this project.
  • To find donations to finance the project.
  • To carry out and/or to finance the project

SAM will manage in a detailed way:

  • the projects identified to help people
  • a special project SPONSORSHIP for the children
  • a special project EMERGENCY to be able to intervene in the event of catastrophe
  • possibly an Engineering and Know-How department (to manage the recurring technical problems)
  • the donations that will be received and their traceability / accountability for each donor

Stop All Misery (SAM). What it?

Stop All Misery (SAM) wants to be a completely independent organization with international vocation.

  • is not and will not be political.
  • is not and will not be religious .
  • is not and will not be dependent on a state or government.

Stop All Misery (SAM) is a new manner of seeing and treating the projects with the utmost respect of the donors. Stop All Misery (SAM) will be a non-profit association. We will be continuously looking with the greatest attention if a better structure, more adapted and less fiscally charged can be defined. It is out of the question to paying excessive taxes from the collected donations .

PROJECTS

Stop All Misery (SAM) will function on a project by project basis.
There will be a central hub of Stop All Misery (SAM) that will function like a dashboard of all the projects.

With the following projects :

  • sponsorship of the children to support education, lodging and food of a maximum of children
  • emergency actions (in the event of catastrophe as the tsunami for example)
  • then will as many come projects suggested, identified and accepted.

Any person, in the world, can submit a project.
In order to be acceptable, a project, will have to respect, at least, the following conditions:

  • not to have political or religious implications,
  • not to contribute to a personal enrichment,
  • not to attack human dignity and to respect mainly the women and the children
  • to bring a good being to the populations
  • to respect nature
  • mandatory participation by local people (not just a sterile assistance, it is to better to teach people how to fish, rather than to give them a fish)
  • needs at least one and one external supervisor with integrity
  • if possible, have a mean of communication with the external world (telephone, Internet, other)
  • to be away from a zone of conflict (protection of the populations, of the project personnel and their assistants)
  • to provide ALL the elements requested in the submission form (Photographs, descriptions, etc.)
  • to fully respect our charter ' PROJECT' (see the document)

Then, if the project is feasible, we will create an exclusive Internet site for each project in order to manage it. For the purpose of its management, each project will have its own web site, that can be viewed by everyone
On this site, we will identify ALL the elements of the project management (project description, management, galleries of photographs, financing etc.). In addition to playing the informative role, the site will be the means of working on the project (Forum, Mails), of exchanging ideas, planning, follow-up of planning, donations, bookkeeping, progress reports, etc.

VOLUNTEERS

Any person, in the world, can become a volunteer on one or more projects.
What can make a volunteer?

  • To bring right its knowledge to make in a project
  • to propose and support a project
  • to be one of the supervisors of the project
  • to support Stop All Misery (SAM)

DONATIONS

What does a donor want?

  • to help of people for a context and a problem which is due to him in heart
  • to know exactly where the sum given goes and if it arrives quickly at its destination
  • to know how its donation is used (if all the sum is used, which are expenses etc.)
  • finally to know if its money were really used for something and to see the result of its action.

With Stop All Misery (SAM) a donor will be able :

  • to send money by defining the objective of its donation: defined project, sponsorship, urgency, or to help Stop All Misery (SAM)
  • to follow his donation and to have traceability the most detailed possible Stop All Misery (SAM) will use all its means for that of it.
  • to receive by mall all information of the project (needs, advance, problems, assessment...)

ASSIGNMENT OF THE DONATIONS

Each donor will be able to assign one or more donations to a project well defined, identified well and it will be able:

  • to know which works on this project, which are the persons in charge
  • to know how people work and how much they spend
  • if it wishes it, to help him even according to its competence
  • to see evolving/moving its project progressively with its development (photographs, documents, press, figures, statistics)
  • to be held with the current by mall of each evolution, each problem and each result.

Of course, we should hope that your donation was used correctly but at no time you have the exact detail of its usage.

The goal of our association is precisely to show you that your donation was used for such or such project, according to your will, since it is you who decided where to direct your donation.
We will propose several projects to you... you will choose.
If you decide not to choose, then you can nevertheless give general directives to assign your donation to a continent, a country or an area.
In this case your donation will be assigned to an urgent project and you will be able nevertheless to follow its usage. .

We think that if we act in this fashion, the donors will be more numerous, will trust us more and will have really the proof that they are taking part in a precise and well identified operation. The greatest part of the donations will be thus transferred on the projects chosen by the donors. But we do not exclude also the idea of investing in research projects, which could give us the means of solving some recurring problems (water treatment, schooling, drugs, etc.).

As we address the SAM projects, we will be identifying these (more common) problems and evaluating advisability of investing in solving these problems. The not yet invested donations will be placed in financial organizations at risk zero investment in order not to lose money with inflation.

But we have to keep in mind that the principal goal is, nevertheless, making sure that the donation arrives to its recipient as quickly as possible, with the maximum of guarantees.
If for any unknown reason, a donation cannot be delivered to the intended destination, we will inform the donor immediately so that he / she can decide on a new assignment.
Without response on their part, the donation will be directed to the budget of the emergencies and the donor will be, naturally, informed.

On each donation, Stop All Misery (SAM) will take a portion for the administrative overhead.
Our organization must have a minimum of financing to survive and pay:

  • people who devote their time and their energy to this formidable human project.
  • logistics to deliver products and people to the location,
  • maintenance, programming, lodging, overhead associated with the websites.
  • an engineering and know-how department to address the recurring problems.
  • etc

It is thus normal that a small fraction is taken from the donations to continue our mission.
Of course this administrative overhead will be the smallest possible because we do not forget that the mission first of our organization is to help people.

What is the purpose of this site? Who are we?

The purpose of this site is to collect enough money to constitute an association (a humanitarian foundation) to help mainly the orphan children in the world as well as to help, within our means, all others who suffer in misery. We plan to intervene mainly in Asia, but we will also work in Africa and South America.

This organization has already a name. Its name is Stop All Misery (SAM), and its website www.stopallmisery.com (a prototype under construction for now).
SAM will function project by project.
There will be a central website of SAM that you will be able to consult and will be like a “dashboard” of all the projects in the following main areas:

SAM will have no ties with any particular country, political party, or religious organization. Any person, in the world, can submit a proposal for a project to SAM. Then, if the project is feasible, we will create an exclusive website for this project. There will be as many websites as there are projects. These sites will be fully accessible to everyone.

On each project site, we will identify ALL the elements of the project (project description, its principals / people involved, picture galleries, financing, etc.). In addition to being informative for the general public, the website will be actually a working site for the project (Forum, Mails). It will be a vehicle for exchanging ideas, follow-up on progress, document usage of the donations, support for project accounting and reporting, etc.

Sometimes it is just enough to put together experts in a field to help others. Volunteer experts can tell us if such or such project is feasible and to evaluate its cost and timeline.
Some other times it will be necessary to invest money to carry out these projects.
In all cases we will always develop and support projects that actively involve local population (i.e. the applicants).
We believe that a help is appreciated only if it is actually understood and implemented, by those who have need for it (“do not give a person a fish, but to teach them how to fish”).

To carry out all that, one needs time, determination and also, of course, money.

My name is Denis Luglia and I decided to spend the rest of my life working on this enterprise. Other friends in the world (in the United States, in China, in Indonesia, in Thailand and in Vietnam) support me and are already helping me in this endeavor. The money of the donations will be also used to pay me and all the material necessary to run this organization (lease of a server and development PC, implementation of paid or voluntary teams in various countries, etc.)
